Both the Metropolitan Waterworks and Sewerage System Corporate Office (MWSS-CO) and Regulatory Office (MWSS-RO) completed the four-course training on the development of a Competency-Based Human Resource System conducted by the Civil Service Institute.
In compliance with the Governance Commission for GOCCs requirement for all Government-Owned and Controlled Corporations to develop a Competency Framework or Competency Model, MWSS included the project in its 2016 Performance Evaluation System. The MWSS entered into a Memorandum of Agreement with the Civil Service Commission to conduct and provide coaching services.
The course, conducted by Human Resources/Organizational Development Consultant Angelito T. Lupena, started with the Competency Based Modelling and Profiling (February 2016), followed by Competency Based Qualification Standards and Job Description (March 2016), and Integration of Competencies in the Recruitment and Selection System (April 2016).
