Invitation to Bid for THE PROCUREMENT OF ANALYTICAL SERVICES FOR WATER SUPPLY CHECK MONITORING and FOR WASTEWATER QUALITY MONITORING PROGRAMS
The MWSS-Regulatory Office (MWSS-RO), through the MWSS-RO Corporate Budget for 2015 intends to apply the sum of One Million Six Hundred Fifty Thousand Pesos (PhP 1,650,000.00) and Two Million Two Hundred Thousand Pesos (PhP 2,200,000.00) being the Approved Budget for the Contracts (ABCs) to payments under the contracts for the Procurement of Analytical Services for Water Supply Check Monitoring and for Wastewater Quality Monitoring Programs-Contract Nos. RO-PG2015-001 and RO-PG2015-002, respectively. Bids received in excess of the ABCs shall be automatically rejected at bid opening.
The MWSS-RO now invites bids for the Procurement of Analytical Services for Water Supply Check Monitoring and for Wastewater Quality Monitoring Programs. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the aforementioned Projects. The term of contract to be awarded for each project shall be for one (1) year reckoning from the date stipulated in its respective Notice to Proceed. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
Interested bidders may obtain further information from MWSS-RO and inspect the Bidding Documents at the address given below during office hours from 8:00 AM to 5:00 PM.
A complete set of Bidding Documents may be acquired by interested Bidders commencing 23 July 2015 from the address below and upon payment of a nonrefundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of One Thousand Six Hundred Fifty Pesos (PhP 1,650.00) for Contract No. RO-PG2015-001 and Two Thousand Two Hundred Pesos (PhP 2,200.00) for Contract No. RO-PG2015-002.
The MWSS-RO will hold a Pre-Bid Conference at 1:00 PM and 3:00 PM of 12 August 2015 for Contract Nos. RO-PG2015-001 and RO-PG2015-002, respectively, at the MWSS-RO Conference Room, 3rd Floor, Engineering Building, MWSS Complex, Katipunan Road, Balara, Quezon City, which shall be open to all interested parties.
Bids must be delivered to the address below on or before 12:00 NOON of 02 September 2015. All Bids must be accompanied by a bid security which shall include a Bid Securing Declaration and at least one (1) of the acceptable forms in the amount stated in ITB Clause 18.
Bid opening shall be at 1:00 PM and 3:00 PM of 02 September 2015 for Contract Nos. RO-PG2015-001 and RO-PG2015-002, respectively, at the MWSS-RO Conference Room, 3rd Floor, Engineering Building, MWSS Complex, Katipunan Road, Balara, Quezon City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted. All time references are in Philippine Standard Time (PST).
The MWSS-RO reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
