The MWSS Regulatory Office (RO) invites the customers of water concessionaires Manila Water and Maynilad Water Services, Inc., local chief executives in the East and West Concession Areas, media partners, and other stakeholders from the public and private sectors to the second (2nd) phase of the Fifth Rate Rebasing Public Consultation Drive (5th RR PCDr).

The PCDr aims to solicit feedback on the Concessionaires’ developments for the last five years, as well as on the reasonableness of the Concessionaires’ proposed Business Plans and tariff adjustments for the next five years.

About the 5th RR PCDr:

The MWSS RO is the government agency that regulates the two (2) water concessionaires: Manila Water Company, Inc. and Maynilad Water Services, Inc.

The MWSS RO conducts a Rate Rebasing Exercise every five years pursuant to the Concession Agreements entered into by the MWSS with Manila Water and Maynilad. Rate Rebasing is a periodic performance review and general tariff adjustment that sets the maximum rates that the Concessionaires may charge for their services.

Prior to the determination of the rates, the MWSS RO—in cooperation with the Concessionaires, representatives from customer groups, and other stakeholders—holds a Rate Rebasing Public Consultation Drive (PCDr) to gather valuable inputs with respect to current and future water, sewerage, and sanitation developments and plans within the Concessionaires’ Service Areas, and solicit feedback on the reasonableness of the Concessionaires’ plans/programs/projects for the next five years relative to their proposed tariff adjustments. The PCDr also aims to provide a venue for discussing and addressing prevailing gender-related issues and concerns of stakeholders on water, sewerage, and sanitation services, and for exploring good practices in providing gender-responsive services.
