The Metropolitan Waterworks and Sewerage System Regulatory Office (MWSS-RO) plunged into the implementation of its Civil Service Commission-approved Strategic Performance Management System (SPMS) this year to boost the performance of all its employees.

“We are on the cusp of implementing the CSC-approved SPMS for MWSS-RO this year. We believe that our performance management system has a robust platform that fully embraces measures to promote morale efficiency, integrity, responsiveness and courtesy in the civil service and the coming months will validate this through the pilot testing process of agency’s SPMS,” Chief Regulator Joel Yu said.

The MWSS-RO officers and staff led by Atty. Mylene Joy Parras, Officer-in-Charge for Administration and Legal Affairs, attended briefing organized by the CSC on Thursday, 19 March 2015 at the Office of the Chief Regulator Conference Room, Balara, Quezon City

Joining Parras were Atty. Crescenciano Minas, Jr, Acting Department Manager for Legal Affairs, Ms. Virginia Octa, Manager for Administration Department and other MWSS-RO personnel.

In a briefing, CSC Director Jocelyn Patrice Deco reiterated the provisions of CSC Memorandum Circular No. 6 series of 2012 which provides the guidelines in the establishment and implementation of agency SPMS, a mechanism that ensures that the employee achieves the objectives set by the organization and the organization on the other hand, achieves the objectives that has set itself in its strategic plan.

All government agencies are mandated to have a CSC-approved SPMS since all performance such as promotion, scholarship, training, reward and incentives shall only be based on a CSC-approved SPMS. Non-submission of agency SPMS to the CSC for review and approval shall be ground for disapproval of promotional appointments issued by concerned agency heads.
