On 01 June 2022, the Clark Development Corporation (CDC) conducted a benchmarking visit at the MWSS Regulatory Office (RO). The CDC, a subsidiary of The BCDA Group, is mandated to operate, administer, manage, and develop the Clark Freeport Zone and the Clark Special Economic Zone.
MWSS RO Acting Deputy Administrator (ADA) for Financial Regulation Christopher D. Chuegan and Rate Rebasing Management Committee Chairperson Joel A. Dominguez warmly welcomed CDC Director Emmanuel B. Salamat and the CDC Rate Rebasing 2023 Team, who intended to solicit valuable inputs from the MWSS RO regarding its best Rate Rebasing practices. The CDC will start its Rate Rebasing Exercise with water supply and sewerage services concessionaire Clark Water Corporation in 2023.
During the meeting, ADA Chuegan presented the organizational profile of the MWSS RO, gave an overview of the rate setting functions, and discussed the process and components of Rate Rebasing as implemented by the MWSS RO.
The MWSS RO conducts a Rate Rebasing Exercise every five years pursuant to the Concession Agreement entered into by the MWSS with Manila Water Company, Inc. and Maynilad Water Services, Inc. Rate Rebasing is a periodic performance review and general tariff adjustment, which sets the maximum rates that the Concessionaires may charge for their services.
The MWSS RO is conducting its 5th Rate Rebasing Exercise this year.
