The Metropolitan Waterworks and Sewerage System Regulatory Office held a seminar on the implementation of Executive Order (EO) No. 02 series of 2016: “Operationalizing in the Executive Branch the People’s Constitutional Right to Information and the State Policies of Full Public Disclosure and Transparency in the Public Service and Providing Guidelines Therefor”.
In his opening remarks, Chief Regulator Joel C. Yu highlighted the obligation of the Regulatory Office to be transparent and accountable in the performance of its mandate. “The Regulatory Office is committed to provide timely and accurate information to its stakeholders. The provision of these information should be guided by the Executive Order on the FOI,” Chief Regulator Yu said.
Atty. Michel Kristian R. Ablan, Assistant Secretary for Policy and Legislative Affairs of the Presidential Communications and Operations Office (PCOO), conducted the seminar on 18 May 2017 at the Conference Room of the Regulatory Office.
Assistant Secretary Ablan said, “The EO on FOI aims to operationalize the Constitutional mandate of the People’s right to information.”
EO No. 02 instructs all government agencies under the Executive Branch to prepare their respective People’s FOI Manuals and Implementing Details.
In a Resolution dated 19 May 2017, the Regulatory Office adopted the PCOO-developed Model FOI Manual as provisional People’s FOI Manual until such time that its own People’s FOI Manual is approved.
