On 20 March 2024, MWSS RO Deputy Administrator (DA) for Technical Regulation Evelyn B. Agustin served as a resource speaker in the “Virtual Learning Session: Utility Benchmarking to Help Achieve Water and Sanitation Targets.” The knowledge-sharing initiative was organized by the National Economic and Development Authority (NEDA).
The event convened government agencies, development partners, water districts, Local Government Units (LGUs) operating water services, private water utilities, and other water sector institutions. It became an avenue where experts exchanged perspectives and recommendations on utilizing utility benchmarking to help achieve water supply and sanitation outcomes.
In her presentation, DA Agustin discussed the Key Performance Indicators and Business Efficiency Measures (KPI-BEMs) utilized by the MWSS RO to monitor and measure the performance of the two water concessionaires, Maynilad Water Services, Inc. and Manila Water. The KPI-BEMs are also used to benchmark the Concessionaires’ performances alongside each other and as compared to international water service providers so that water and wastewater services may continuously be improved.
DA Agustin also discussed regulatory challenges encountered by the agency in implementing the KPIs-BEMs and shared best practices cultivated in using these measures.
