Dr. Joel C. Yu, Chief Regulator of the Metropolitan Waterworks and Sewerage System Regulatory Office, administered the oath takings of newly-appointed Deputy Administrators of the Regulatory Office, Atty. Patrick Lester N. Ty and Col. Melchior I. Acosta, Jr., at the Office of the Chief Regulator, 3rd floor Engineering Building, MWSS Compound, Katipunan Road, Balara, Quezon City on 22 May 2017 and 8 May 2017, respectively.
Atty. Ty is the Deputy Administrator of the Financial Regulation Area of the Regulatory Office. He is a graduate of Bachelor of Laws from the University of the Philippines in 2003. Atty. Ty finished his Bachelor of Arts in Psychology at the Ateneo de Manila University. Prior to his appointment in the Regulatory Office, he was the Deputy Administrator for Support Services of the Authority of the Freeport Area of Bataan. From 2006 to 2010, Atty. Ty was the Special Legal Assistant of the Department of Finance. He worked in the Central Bank Board of Liquidators, University of the Philippines Institute of Government and Law Reform, and Ocampo and Manalo Law Firm.
Col. Acosta is the Deputy Administrator of the Customer Service Regulation Area. He is a retired Colonel of the Philippine Army. He graduated from the Philippine Military Academy in 1971. He was the Deputy Administrator for Customer Service Regulation Area of the Regulatory Office from 2006 to 2011. He worked in the Senate of the Philippines as the Chief of Staff of Senator Gregorio B. Honasan from 1995 to 2004. He was with the National Security Adviser and the Department of Public Works and Highways, both under former Secretary Hermogenes E. Ebdane, Jr.
