From 07 to 08 September 2023, MWSS Regulatory Office (RO) Chief Regulator Patrick Lester N. Ty participated in the Water and Sanitation (WATSAN) Regulatory Conference for South Asia in Kathmandu, Nepal where he shared his expertise on best regulatory practices, particularly in the Philippine setting.
During this two-day event, Chief Regulator Ty provided an overview of the MWSS RO’s history, mandate, Concession Areas, and the Revised Concession Agreements with Manila Water and Maynilad Water Services, Inc. Additionally, he discussed the process of setting tariff rates and charges under the legislative franchise granted to the two water utility companies, the results of the fifth rate rebasing conducted in 2022, the regulatory framework for water and sewerage services, and the importance of benchmarking. He also gave insights on compliance monitoring and enforcement.
The said event, organized by WaterLinks Management Council Inc. and the Bill and Melinda Gates Foundation, aimed to assist the Governments of Bangladesh, Nepal, and the State of Odisha in India in their journey towards regulatory reform for water and sanitation.
Water regulatory officials from Africa and Malaysia also shared their expertise, presenting alternative options available for the beneficiary countries.
Early this year, the MWSS RO was named the “Public Water Agency of the Year” at the 2023 Global Water Awards. This recognition is accorded to “the governmental agency or public body that has made the biggest difference to water and wastewater service provision and utility management.” It serves as a testament to the agency’s vision of becoming a world-class and independent regulatory office that equitably protects the interests of the consuming public and other stakeholders.
