INVITATION TO A VIRTUAL MARKET RESEARCH CONFERENCE FOR THE MWSS FIFTH RATE REBASING CONSULTANCY SERVICES

The Metropolitan Waterworks and Sewerage System Regulatory Office (MWSS Regulatory Office) is inviting Consultancy Firms with expertise in Finance, Economics, and Engineering to a Virtual Market Research Conference on 25 August 2021 at 9:00 AM to take up and discuss the conduct of the MWSS Fifth Rate Rebasing Exercise.

Pursuant to the mandate of the MWSS Regulatory Office, the Rate Rebasing Exercise, which is being implemented every five (5) years since the commencement of the Concession Agreements in 1997, involves processes of audit, review, and evaluation of the historical performance and future plans of the MWSS Concessionaires, namely Manila Water Company, Inc. and Maynilad Water Services, Inc., with the ultimate objective to determine rate/price adjustments on water and wastewater services within the Concession Area (i.e., Metro Manila and parts of Rizal and Cavite). The very complex nature of the Rate Rebasing Exercise, which requires different fields of expertise, necessitates the engagement of an independent Consultancy Firm.

The Conference will be an avenue to introduce the agency and its mission to a wider spectrum of potential Consultants, and to provide vital information on the processes and requirements for the conduct of the Fifth Rate Rebasing Exercise.
