Chief Regulator Joel Yu of the Metropolitan Waterworks and Sewerage System Regulatory Office (MWSS-RO) received officials of Vietnam Department of Infrastructure and Urban Development, Ministry of Planning and Investment led by Deputy General Director Luong Thi Hong Hanh on Wednesday, January 21, 2015.

Those with Chief Regulator Yu in the meeting were Mrs. Dao Thu Hien, Senior Official of Ministry of Planning and Investment; Mr. Nguyen Minh Duc, Head of Water Supply Division, Department of Infrastructure Agency, Ministry of Construction; Mr. Vu Thua An, Mr. Nguyen Hoang Luat and Mr. Pham Thanh Tung, Senior Officials of Department of Infrastructure and Urban Centers, Ministry of Planning and Investment; and Mr. Trong Ingu Yen, Adviser, Ministry of Planning and Investment

Joining them were Deputy Administrator for Technical Regulation Area, Engr. Gerardo Sullano, Atty Kristin San Pedro, Head Technical Assistant, Mr. Christopher Chuegan, Financial Regulation Area Tariff Control and Monitoring Manager and Engr. Randolf Marcial, Customer Service Regulation Area Metering Efficiency Manager.

Chief Regulator Yu apprised the Vietnamese delegation on the MWSS privatization, the regulatory functions of the MWSS-RO and its comprehensive regulatory framework in regulating the water supply, sewerage and sanitation services as well as policy groundwork to balance the interest of stakeholders, protect consumers from high prices and poor services, and provide incentives to firm to invest.

Dr. Yu also enlightened them on the regulatory practices, challenges and rate setting regulatory tools in sustaining the gains of the MWSS privatization, scaling up sewerage and sanitation investment and developing new water sources.
